Cloutier is a graduate student at the Howard Center for Investigative Journalism at Arizona State University, where he's reported on digital privacy, police surveillance and the economic impact of coronavirus pandemic. As a News21 Fellow, he worked on a major multimedia project about how COVID-19 widened disparities in the U.S.
